The official Google Picasa Blog posted an update on March 26, 2018 to announce that the Picasa Desktopapplicationwill no longer workonline. If you choose todownloadthe app from other sources, you may seeerror messageswhen trying to upload ordownloadfiles.

As off now you will not be able to upload ordownloadphotos and videos, createonlinealbums, or deleteonlinephotos, videos and albums. Users with a Picasa account who missed to migrate on time, have no worries! All of your photos and videos [should be] automatically backed up in Google Photos, as thepostclaims.
